Zero 
There have been a few cases of family members tampering with candy and blaming it on strangers. There have also been numerous false alarms where an illness was thought to be caused from Halloween candy but later was discovered to be something else entirely. Also there have been a tiny number of instances of sharp objects put into candy by strangers. But luckily no one has ever been seriously hurt by one of those objects.


Remember, the West Gulf division SET is on November 9th. I have no idea if Winlink will be involved, but if it is, and you've been checking in to this net, you're one step ahead of most on how to do it.

Garland ARC Announces Upcoming General Class Course

Tuesday night, November 12, 2019, at 7pm, begins our five week FCC General License Class. This class will occur every Tuesday night at 7pm for five weeks. This class is one hour of watching an old ARRL Generals DVD followed by questions and answers.

The class will be held at the Garland Amateur Radio Club Communications Center (GARCC) which is at 1027B Austin Street Garland TX 75040. This is on the west side of fire station number one (#1), right next to the HAM antenna tower, at the corner of Austin Street and Eleventh Street. You do not have to attend every class, though it is recommended.

The class is scheduled so that two days later, on Thursday, December 12, you may take your exam at Freeman Heights Baptist Church on Garland road between Walnut and Buckingham. Otherwise there are many FCC exam sessions around the metroplex every month. You must read your Generals manual. You may begin reading your manual before the class begins.

If you do not have an ARRL large blue Generals manual you may get one for a $30 donation at the start of class or from the ARRL at http://www.arrl.org/shop/ARRL-General-Class-License-Manual-9th-Edition/. You may purchase a manual from Ham Radio Outlet at 701 E. Plano Parkway, Suite 406, Plano, TX 75074. The class itself suggest a $10 donation. Totaling $40.00 cash or check for this class. Checks can be made payable to the Garland Amateur Radio Club or GARC.

The Fall 2019 West Gulf Division SET is on November 9, 2019, from 8:00 AM to 4:00 PM. 

 

Scenario:  An unusually cold and powerful Arctic Air Mass has descended deep into South Texas.  This storm has produced blizzard conditions in Oklahoma, North, and West Texas, ice accumulation in Central Texas, and heavy rains into the Rio Grande Valley.  The combined effects of the storm system have resulted in widespread power outages throughout the Region.  Local Shelters are open throughout the region.

 

Objectives:  The primary objective of the SET will be to assess the ability of the Amateur Radio Service (ARS) throughout the Division to respond to a major event and exchange supporting information throughout the Division.  Information about the status of the local infrastructure and local weather will be gathered and consolidated from counties and forwarded to the Districts, Sections and Division levels.  Region 6 Army MARS will assist in gathering information as well. 

 

Secondary Objectives are at the discretion of ECs and DECs.  The secondary objectives can include assessing the ability to stage deployable ARO resources and assessing the ability to gather, consolidate, and report Critical Infrastructure Assessment.

Here is an example of Salvation Army and Red Cross working together closer to NTX.  An event like Imelda where they are very active.

As you know there was damage from the Tornadoes Sunday in Dallas, Collin, Panola and Van Zandt counties.

The Red Cross and its partners, including the Salvation Army, are delivering food, water and supplies to displaced residents, disaster workers and first responders.

Red Cross teams are completing damage assessments across the impacted neighborhoods and ensuring those affected have tarps, work gloves, trashbags, dust masks and more to help as residents begin to clean-up the destruction caused by the tornadoes.

If you or any ARRL member become aware of anyone needing assistance recovering from Tornado Damage - please have them call 1-800-RED-CROSS.

Red Cross has delivered more than 17,000 Disaster Emergency Supplies. Everything from comfort kits with hygiene items like toothbrushes and soap as well as clean-up kits for those cleaning their Imelda ravaged homes.

Disaster/Damage Assessment

All client aid is indexed by damage. Many charitable agencies leverage Red Cross Damage Assessment information. So do governments who are working on disaster qualifications. Damage assessment is ongoing. Sometimes we discover homes that have not been assessed and do a "hot shot". Some areas are not accessible until water recedes, and Damage Assessment must wait until it is safe.

Health Services, Disaster Mental Health, and Spiritual Care

There have been 3,300 visits. All Health, Mental Health, and Spiritual Care volunteers are licensed professionals who donate their time to Red Cross.

Staffing

There are currently roughly 450 Red Crossers on the job. I have rotated off for some family business. I often find in my fellow volunteers a story that triggered their commitment to help others. So it is with Rick Cowan and a flood in Liberty TX decades ago! That experience has put him on the front lines helping for more than 20 years. Usual ARRL/ARES jobs with Red Cross

As you can see, or perhaps have experienced, disaster response is a long and complicated job. Even when communications are good, it is often chaotic and confusing. It is that much harder when communications are out or overloaded as we had in the California Wildfires and Hurricane Michael. While it may be rare in any particular location, it is inevitable, and happens 6 to 8 times a year across this great nation that we serve. In my experience the jobs most frequently done with ARRL and Red Cross are: Connection to government (EOC to Red Cross connection); Disaster Assessment communication; Shelter Communication; Helping Hand Coordination; Disaster Action Team communication. Reach out to your local Red Cross to drill these types of jobs. A great example of ARRL support of Red Cross Shelter Communications in the California Wildfires is on page 88 of the October QST. While this example was using NBEMS, we have standardized on Winlink and Winlink forms in TX response.

All Hallow’s Evening (All Hallows’ Even), a.k.a. All Hallows’ Eve, All Saint’s Eve, Allhalloween
In Scots “eve” is “even”. The “v” was eventually dropped, as well as the “all” and the “s” in Hallow’s. So All Hallow’s Even became Halloween. Halloween is the day before All Hallow’s Day (also known as All Saints Day) and is the first day of Allhallowtide which is a three-day celebration for Christian Saints.

Mail Delivery Problem Affecting Delivery of Board Election Ballots in West Gulf Division

ARRL has become aware of a mail delivery problem affecting the ARRL Board of Director election ballots sent to members in part of the West Gulf Division. Recent flooding has affected some US Postal Service distribution centers in the Houston region of the state, damaging some sorting machines. This is delaying delivery to many members in that area. They are processing mail out, but there are delays in processing out bulk mail, which include the ballots. We are aware that ballots are being processed as part of their work flow, but they cannot give us a definitive date of when they will all be out for delivery.

All ballots were mailed from Hartford on Monday, September 30, as required by the Articles of Association/By-Laws. Ballots to most of the West Gulf Division were delivered in the usual time frame, which is generally 10 to 14 days.

We have received numerous requests for replacement ballots. We also have member notifications sent after making the replacement ballot request to inform us the ballot had arrived. We ask ARRL members to be patient.

If you still do not receive your ballot by Monday October 21, 2019, please send a request for a new ballot. The ARRL HQ will process replacement requests on Tuesday, October 22, 2019, via first-class mail and daily as later requests come in. That will allow 3+ weeks (24 days) for the replacement to be delivered to you and allowing for their return to ARRL’s accounting firm of CohnReznick LLP by the noon on Friday, November 15, 2019, deadline.

There is no deadline for requesting a replacement ballot. Also, there is no deadline for you to have received your ballot in order to be eligible to vote. Please note that all replacement requests need to be in writing (email is okay) but must directly come from the ARRL member. Third-party requests cannot be processed.

If you have already requested a replacement ballot but still haven’t received the original ballot by October 21, you will need reconfirm your need for a replacement by email. If your original ballot is received before that time, we also ask you confirm that, so that your request can be closed.
